This article presents some alternatives to reduce external resistance during an organizational change in a state government. The text emphasizes the description of the external resistances, which the authors consider stronger in public organizations. It describes the behavior of partisans, social sectors and union leaders, the last ones not considered part of the public administration and, as such, seen as representatives of other organizations. The article summarizes the main changes brought by the restructuring process, as well as the affected sectors. The text is based on the presupposition, defended by other authors, that resistance is not always bad in a process of change. In some cases, it helps improve actions, by drawing attention to issues neglected by the agents of change.
