Resumo: This paper describes the regulation models and the control systems of the Brazilian and French public services. The case study identified the kinds of control over the power distribution sector used by the Brazilian regulatory agencies and by the French equipment departments (DDEs). It revealed that there is a relationship between the characteristics of the control systems and the quality variables of the utility companies. The main results have shown that different kinds of control and regulation have succeeded in obtaining public service quality.

O estudo de caso aqui apresentado teve o objetivo de identificar os tipos de controle exercidos pelas agências reguladoras brasileiras e pelas direções departamentais de equipamentos (DDEs) francesas junto ao setor de distribuição de energia elétrica. Verificou-se que existem relações entre as características dos sistemas de controle e as variáveis de qualidade das concessionárias.
