Resumo: In this article the Author tells of the experience of a massive transfer of public agencies made by Sweden where, since the decade of 1930, started a public debate on the more appropriate location for agencies constituting the country's central administration. Is was from this discussion - based upon such points as better living conditions in the provinces; protection of administration and industry against enemy attacks; necessity to create new job opportunities away from the metropolis and, finally, to limit the expansion of the area covered by Stockholm - that emerged in the 70s the decentralization of administrative activities of the central government through transferring a great number of agencies to previously selected localities, following criteria which the Author presents. He further comments on criticisms and reactions of the personnel affected by the transfers, suggestions adopted or discarded, responsibility for the various states of the moving process, expenditures incurred and positive and negative consequences of the movement, both for functionaries and for the agencies operation.

Este livro é o resultado de uma sucessão de análises iniciadas por Crozier sobre a burocracia francesa. Entre outras coisas ele enfatiza a necessidade de desenvolver as regiões para contrabalançar a administração nacional central, com sede na capital. A tese de Crozier teve origem em recente avaliação do resultado da transferência de órgãos nacionais suecos da capital para centros de crescimento regional. As regiões podem ser desenvolvidas mediante a ampliação da administração dentro delas.
