The fundaments of bureaucracy on Weber´s political writings:lessons to comprehend the administrative decentralization in Brazil

Resumo: The article is based on the so-called political writings of Max Weber, a set of texts in which the author is dedicated to analyze the political situation of Russia and Germany in the early 20th century. Weberian political writings differ from his theoretical since they address the empirical study of a series of themes; among them, the structuring of bureaucracy. To what extent can his recommendations be considered for contemporary study of this form of administration? The methodological strategy will be to reconstruct the analytical tools that Weber developed and reflect on its applicability to think about the federative structure and dynamics of Brazil in the period after the constituent of 1988. The main results indicate that, as Weber already observed, the configuration of bureaucratic administration it is closely associated with the action of pressure groups.

Os escritos políticos weberianos se diferem de suas obras teóricas por dedicarem-se ao estudo empírico de uma série de temáticas; dentre elas, a estruturação da burocracia. Até que ponto essas recomendações podem ser consideradas para estudo contemporâneo dessa forma de administração? A estratégia metodológica adotada será reconstruir as ferramentas analíticas que Weber desenvolveu e refletir sobre sua aplicabilidade para pensar a estrutura e dinâmica federativa do Brasil no período posterior a constituinte de 1988.
