Brazilian State reform and federal university hospitals: the case of the Federal University of Pernambuco Clinics Hospital

Resumo: This paper analyzes the Program for the Organizational Renovation of the Federal University of Pernambuco Clinics Hospital, which is being implemented while Brazilian state is undergoing a major reform. Three different dimensions of the program are analyzed — institutional-political, managerial-administrative, and financial-economic — in order to identify to what extent it is compatible with the organization’s juridical nature and mission. This is a case study with results obtained through participatory observation, focus groups interviews, semi-structured interviews, and documentary analysis within a methodological triangulation. The analysis of the three  dimensions showed that the proposal is incompatible with the present juridical nature of the organization and has a strong tendency to grow apart from the institution’s original mission of teaching and delivering healthcare.

O programa é analisado em três dimensões ¿ político-institucional, administrativo-gerencial e econômico-financeira ¿, com o objetivo de identificar até que ponto ele é compatível com a natureza jurídica e com a missão da organização. Trata-se de um estudo de caso, com dados obtidos através de observação-participante, realização de grupo focal, entrevistas semi-estruturadas e pesquisa documental, numa triangulação metodológica.
