Resumo: This paper discusses the possibilities of using Carlos Matus' approach to planning and intersectorial management. It reviews broadly the trend of the strategic-situational approach to planning, presenting some arguments in favor of using elements of this approach when planning intersectorial actions intended to deal with health problems and their determinants. The paper also systematizes the necessary steps for the development of a process of planning at municipal level that should adopt this perspective. It presents examples from the experience with the preparation of The Intersectorial and Modular Plan of Actions for the Promotion of Peace and Quality of Life in Salvador. This plan has been the object of a contract between the Municipal Administration of Salvador and The Institute of Collective Health of the Federal University of Bahia.

Revisa, em linhas gerais, a tra-jetória do enfoque estratégico-situacional da planificação, apresentando al-guns argumentos a favor da incorporação de elementos desse enfoque no planejamento de ações intersetoriais dirigidas ao enfrentamento de problemas de saúde e seus determinantes.
