Resumo: The Brazilian health system reform is one of the most successful examples of institutional decentralization. This paper presents a concrete case-study of the health system reform - the municipality of Volta Redonda, in the state Rio de Janeiro, Brazil - where a decentralized health system (SUS) model was developed, called In Defense of Life. The experience revealed that SUS¿ basic principles - universality, integrality, decentralization, and social participation - have been fully adopted in Volta Redonda, and that innovative measures in health and medical practices have been incorporated as well, such as the Family Health Program and homeopathic medicine.

Este artigo apresenta um estudo de caso concreto de reforma do sistema de saúde do município de Volta Redonda (RJ), onde se desenvolveu um modelo de SUS denominado Em Defesa da Vida.
