Resumo: | The Brazilian health system reform is one of the most successful examples of institutional decentralization. This paper presents a concrete case-study of the health system reform - the municipality of Volta Redonda, in the state Rio de Janeiro, Brazil - where a decentralized health system (SUS) model was developed, called In Defense of Life. The experience revealed that SUS¿ basic principles - universality, integrality, decentralization, and social participation - have been fully adopted in Volta Redonda, and that innovative measures in health and medical practices have been incorporated as well, such as the Family Health Program and homeopathic medicine. |
