The crisis of the state and of its apparatus

Resumo: The article is an attempt at mapping the "state of the art" in a crisis including both the capitalist State and its apparatus, best known as crisis of governability, the study starting from the main currents of thought developed in central countries as well as in Brazil. The State is here analysed, as it is also in most contemporary theories, from perspectives distanced from either Leninist or liberal views of the State, which are faulty in recognizing the interpositions established between State and society, in our contemporary world. Thus, new forms of perception of the State and its apparatus start being outlined, although not yet sufficiently elaborated, nor sufficiently generalized to allow a designing of alternative theories, more compatible with their present complexity. Nonetheless, some propositions are a1ready being discussed in central countries, involving the adoption of a new set of principles, capable of generating promoters of social solidarity other than the State, of reincluding solidarity within the framework of society and, finally, of producing a greater social visibility. The study ends by concluding that is imperative to surmount our national perplexity, and to understand the necessary changes to be conducted in the role of the State and of its apparatus as a process that is just beginning.
