Resumo: | Brazilian social security reform at three moments This article reflect on the recent Brazilian social security reform process at tree different moments: the 1998 Constitution as a landmark; the Fernando Henrique Cardoso administration reform; and president Lula¿s reform. The analysis distinguishes the models and the institutionalization processes adopted. Special emphasis was placed on the dynamics of the different social players involved in the political negotiation arena in order to understand the variables that enhance governability conditions. |

Para esta análise buscamos diferenciar os modelos adotados, bem como a descrição de seus processos de institucionalização, com especial ênfase na dinâmica dos diferentes atores envolvidos na arena de negociação política.
