The multilateral international trade system and the environment: friends or enemies?

Resumo: This paper analyzes the most important controversies about the environmental impacts caused by the multilateral trade ruled by the agreements managed by the World Trade Organization. First, the paper discusses international trade in general, confronting arguments for and against free trade and environmental protectionism. Then it discusses conflicting issues based on real examples of the application of the multilateral trade system¿s basic rules brought by with the creation of Gatt. This analysis shows that such rules have not always favored the environment, but neither have they been completely against it, as many devoted environmentalists argue. And it also shows how environmental issues have been used as an illegitimate pretext for protecting markets. The improvement of this kind of trade demands more means for protecting the environment, but without the creation of barriers between the developing countries and the international markets.

Inicialmente, apresenta um debate sobre o comércio internacional em geral, antepondo argumentos favoráveis e contra o livre comércio e o protecionismo em relação ao meio ambiente. Depois, discute questões conflitantes a partir de exemplos concretos sobre a aplicação das regras básicas do sistema multilateral de comércio introduzidas com a criação do Gatt. Essa análise mostra que elas nem sempre favorecem o meio ambiente, mas tampouco são completamente contrárias, como entendem muitos ambientalistas mais extremados. E mostra também como as questões ambientais têm sido usadas como pretexto ilegítimo para proteger mercados.
