Resumo: Since the end of World War II, the Brazilian State expanded fastly its entrepreneurial role. Through time, industrial and infrastructural sectors. under State ownership, experienced a big push that enabled the private sector to benefit with high growth rates. In the 80'. pressed by the scarcity of resources. the Brazilian State was forced to reappraise its priorities, finding no longe r room for the same outstanding entrepreneurial performance it had in the past. This articJe traces the motivation and dynamics of this transition, that is made by means of constitucional and infraconstitutional reforms.

Ao longo do tempo, setores industriais de base e de infra-estrutura, conduzidos pelo Estado, experimentaram grande impulso. o que possibilitou que osetor privado desfrutasse de elevadas taxas de crescimento. Nos anos 80, premido pela escassez de recursos, o Estado brasileiro teve de reaval iar suas prioridades. não restando mais espaço para uma atuação empresarial tão destacada quanto no passado.
