An apraisal of institutional arrangements for democratic management and planning

Resumo: It is important to effect scientific evaluations of experiences involving popular participation in public administration, considering not only the democratic values that must orient the participative process, but also the particular aspects of the process's efficacity. An option is also apposite, privileging those process employed in the designing and implementation of policies based upon the premise that, in a really democratic society, processes are as important - or more so - as the results themselves. There follows a discussion on the operational aspects in the evaluation of participative experiences, founded on the suggested criteria. And, finally, recommendations are presented concerning investigative norms, capable of adding to the reliability of the qualitative data collected.
