Resumo: | Participative planning requires individuals able to self-planning and to use the state as instrument. The development of citizenship cannot be led by the State because the contrary would be the normal way. Participative social policy presents two basic horizons: on the one side the development of the organized civil society, able to build its own project, through its democratic manifestations as political party, workers union, but mainly associations; on the other side, the activation of the instrument constitutionally attributed to the State, regarding the realization of rights like basic education and preschool, access and functioning of justice, access to preventive medicine, public security etc. This paper aims to define areas of action of participative social policy, based on concepts like: political poverty, the other side of the same coin of economic poverty; social emancipation based on the production and participation; the role of the State defined as delegate entity of public services; the role of the organized society as fundament and guarantee of citizenship. As areas of action can be cited: realization of fundamental rights attributed to the State by the society (education, justice, public security, decentralization, environment, social assistance), access instrumentation to realization of rights (consumer rights, minority rights, worker rights, microprodution rights), new horizons (social communication, access to information, culture, sport and leisure), quality of public services. |
