Organizational structure and performance management in Brazilian federal universities

This paper discusses the central issue of organizational structure of federal universities in Brazil. The adopted models have a common feature — the expansion of bureaucratic units — which results in a serious dysfunction in the rationale of the organization. Consequently, the activities of support gain more power, affects the results of the organization and decreasing its overall quality. Performance management by traditional means, based on administrative hierarchy, career and equal remuneration for workers, does not favor the quality of academic excellence. The excessive number of support activities, rules and regulations leads to the creation of parallel power structures. The article suggests a new form of structure for federal universities in Brazil, with great flexibility and a small number of hierarchical levels, particularly for the academic management.
