Economics and management of university organizations: the case of UFRJ

Resumo: Evaluation as well as management of public sector organizations are problems of considerable importance and complexity, particularly when we take into account the obvious interrelation between those two dimensions of organizational activities. Difficulties are magnified when interest foccuses on the implementation of permanent evaluation activities, those more meaningful to better management. This paper addresses the case of Universidade Federal do Rio de Janeiro (UFRJ). Both management and evaluation questions are treated as integral parts of the more general  control/coordination question, which involves an internaI self-knowledge problem and a criticaI externaI communication/political problem, to be simultaneously overcome. After a brief discussion of organizational aspects, some emphasis is given to the "internaI economy" of UFRJ and to budget considerations. The authors consider that the work.ing plan on organizational evaluation they have outlined is feasible, useful for purposes of assessments of effectiveness and organizational etTiciency. and informative, as is the case of good coordination mechanisms.

As dificuldades aumentam quando da implementação de atividades de avaliação permanente, que são as mais significativas para uma melhor administração. Este artigo relata o caso da Universidade Federal do Rio deJaneiro (UFRJ). Tanto gerenciamento quanto avaliação são tratados como parte integrante da questão mais genérica de controle/coordenação. que envolve um problema interno de autoconhecimento e um problema externo crítico de  política/comunicação, a serem simultaneamente superados. Após uma breve discussão sobre aspectos organizacionais, a economia interna da UFRJ é enfocada, sendo feitas algumas considerações sobre o orçamento.
