Public administration reform and State careers: The case of experts in public policies and government management in the federal Executive Power

Resumo: Aiming to analyze the way how recruitment based on the idea of “technical competence”, was incorporated in the Brazilian public administration after the 1995 administrative reform, this paper investigates the career of expert in public policies and government management. Among all public administration careers, that of expert in public policies and government management (EPPGM) is an exemplary case, since its creation brings the idea of constituting a stable bureaucracy in face of discontinuities in government, able to prepare and manage public policies in a continued flow, something which justifies studying it. Through various sources related to the career evolution, the profile, and training of these managers, and their distribution in the federal Executive Power, we demonstrate that the very training of these public officials ended up undergoing government interferences according to government guidance and that allocating these EPPGMs to jobs of Superior Management and Advisement (SMA) of the federal Executive has reconciled meritocratic principles with a certain relaxation of appointments, restricting, in theory, the spaces for political patronage.

Con el objetivo de analizar como el reclutamiento basado en la idea de “competencia técnica” fue incorporado en la administración pública brasileña después de la reforma administrativa de 1995, se investiga, en este artículo, la carrera de experto en políticas públicas y gestión gubernamental. Entre todas las carreras de la administración pública, aquella de experto en políticas públicas y gestión gubernamental (EPPGG) es un caso ejemplar, pues su creación agrega la idea de formación de uma burocracia estable delante de las discontinuidades gubernamentales, capaz de formular y dirigir políticas públicas en flujo continuo, lo que justifica estudiarla. Por medio de fuentes diversas relacionadas con la evolución de la carrera, el perfil y la formación de eses directivos y su distribución en el Poder Ejecutivo federal, se demuestra que la propia formación de eses funcionarios públicos acabó sufriendo interferencias gubernamentales de acuerdo con la orientación del gobierno y que el aprovechamiento de eses EPPGGs en los puestos de Dirección y Asesoramiento Superior (DAS) del Ejecutivo federal ha conciliado principios meritocráticos con una cierta flexibilización de los nombramientos, restringiendo, en teoría, los espacios del patronato político. Com o objetivo de analisar como o recrutamento baseado na ideia de “competência técnica” foi incorporado à administração pública brasileira após a reforma administrativa de 1995, investiga-se, neste artigo, a carreira de especialista em políticas públicas e gestão governamental. Entre todas as carreiras da administração pública, a de especialista em políticas públicas e gestão governamental (EPPGG) é um caso exemplar, uma vez que sua criação agrega a ideia da formação de uma burocracia estável diante das descontinuidades governamentais, capaz de formular e gerir políticas públicas em fluxo contínuo, o que justifica seu estudo. Por meio de fontes diversas relacionadas à evolução da carreira, ao perfil e à formação desses gestores e sua distribuição no Poder Executivo federal, demonstra-se que a própria formação desses funcionários públicos acabou sofrendo interferências governamentais de acordo com a orientação do governo e que o aproveitamento desses EPPGGs nos cargos de Direção e Assessoramento Superior (DAS) do Executivo federal tem conciliado princípios meritocráticos com certa flexibilização das nomeações, restringindo, em tese, os espaços da patronagem política.
