PUBLIC ADMINISTRATION’S MODELS IN THE MANAGEMENT OF HIGHER EDUCATION’S ORGANIZACIONS

Resumo: | This article deals with the main concepts and peculiarities of patrimonialist, bureaucratic and managerial public administration models and investigates the applicability of the three models amongst managers and members of higher councils of public organizacions of higher education in the city of Mossoró - RN. The study was based on the hypothesis that in the field of research addressed there would be the coexistence of particularities of those three models. For this purpose, a descriptive research was developed, with data collection through a bibliographic research on the three models of public administration, and through a field research, with application of questionnaires to the manager and advisers of the three organizations studied: UFERSA, UERN and the IFRN - Mossoró Campus. In the discussion of the results, it was possible to conclude that there is the coexistence of the three models in the management of the organizations. |

La hipótesis planteada es que en el campo de investigación abordado existiría la coexistencia de particularidades de los tres modelos. Para esto, se desarrolló una investigación descriptiva, con investigación bibliográfica sobre los tres modelos de administración pública e investigación de campo, con cuestionarios aplicados al gerentes y asesores de UFERSA, UERN e IFRN - Campus Mossoró. En la discusión de los resultados, se confirmó la hipótesis de la existencia de aplicabilidad de los tres modelos en la gestión de las organizaciones.Este artigo aborda os conceitos e as particularidades principais do patrimonialismo, da burocracia e do gerencialismo e investiga, recorrendo aos gestores e membros de conselhos superiores de Instituições de Ensino Superior (IES) públicas da cidade de Mossoró/RN, a aplicabilidade desses três modelos de administração pública na gestão de cada instituição. A hipótese levantada é a de que, no campo de pesquisa abordado, haveria a coexistência de particularidades dos três modelos. Para isso, foi desenvolvida uma pesquisa descritiva, com pesquisa bibliográfica sobre os três modelos de administração pública, e uma pesquisa de campo, com aplicação de questionários ao gestor e a conselheiros da UFERSA, da UERN e do IFRN – Campus Mossoró.
