Inequality in Latin America: a key theme for development and society's ethical profile

Resumo: Inequality has a crucial role in the high poverty rates that Latin America still shows in the 90's. Nevertheless, discussions about inequality and development have not been part of the central trend of the debate about economic policies in Latin America in the last decades. This paper intends to bring some elements to this unpostponable debate, which may, most of all, stimulatecollective efforts for a deeper discussion. Therefore it takes into account several successive moments for analysis. First, it rebuilds the general framework of the current international discussion about inequity and growth. Different virtuous effects of equity improvement on development are reviewed. Then, inequity is disaggregated and some of its basic areas of occurrence areexplored. The pape r then examines the Latin American inequality scenario, making reference of inequality's modus operandi in that region. Finally, the article examines a few possible answers to the problem.

Não obstante, as discussões sobre eqüidade e desenvolvimento não fizeram parte da corrente central do debate sobre políticas econômicas da América Latina das últimas décadas. Este artigo propõe-se a trazer alguns elementos para essa discussãoinadiável, que possam sobretudo estimular esforços coletivos para seu aprofundamento. Para isso, aborda diversos momentos de análise sucessivos. Em primeiro lugar; reconstroem-se linhas gerais da discussão internacional atual sobre iniqüidade e crescimento. São revistos diferentes efeitos "virtuosos"da melhora da eqüidade sobre o desenvolvimento. Em seguida, desagregase a iniqüidade, explorando algumas de suas áreas de apresentação básicas. Examina-se o quadro que mostra a América Latina em matéria de desigualdade. Posteriormente, é feita referência a algumas dinâmicas de funcionamento da iniqüidade na região.
