Citizenship, municipality, and social activities: the case of the city of Vitória

Resumo: This paper discusses decentralization and direct participation of the citizen in the public administration. bringing about what is a trully democratic society. Participative democracy is presented, discussed and compared to the so-called representative democracy. As a result, democracy is understood as a way of public existence that isnot restricted to the State's sphere, creating a permanent  community activity and, thus, consecutive arrangements in the formal political structure. The case of the city of Vitória's Government-Community Council is presented as an example of communi ty partici pation attempts.

A democracia participativa é apresentada. discutida e comparada com a chamada democracia representativa. Como resultado. a democracia é entendida como uma forma de existência social que não se restringe à esfera do Estado, criando um motocontínuo na atividade comunitária e, conseqüentemente. sucessivos arranjos na estrutura política formal.
