PUBLICS AND SOCIAL POLICIES FOR EQUITY: A STUDY OF THE UNIVERSITY FOR ALL PROGRAM

Resumo: This paper searched to analyze the creation context, implantation and impact of the Program University for All (ProUni) as one public and social politics to access higher education in Brazil. Through the perspective of policy analysis was realized: the contextual study of discussions that had stimulated the elaboration of equity politics directed to this level of education; the functioning analysis of the ProUni and its implications in the educational field; and the poverty reduction processes studies, of empowerment and stigmatization of these students. Different databases had been consulted and had been made 18 interviews with scholarships holders. Politics like ProUni resulted in resources redistribution, in privileges reduction in access to the higher education and resistances can be perceived in the higher education institutions.KEYWORDS: ProUni, equity, educational field, stigma, empowerment.

Este ensaio buscou analisar o contexto de surgimento, implantação e o impacto do Programa Universidade para Todos (ProUni) como política pública e social de acesso ao ensino superior no Brasil. Pela perspectiva da policy analysis, realizou-se: o estudo contextual de discussões que impulsionaram a elaboração de políticas equitativas voltadas a esse nível de ensino; a análise do funcionamento do ProUni e suas implicações no campo educacional; e o estudo dos processos de redução de pobreza, de empowerment e de estigmatização desses alunos. Para tanto, foram consultadas diferentes bases de dados e realizadas 18 entrevistas.
