Resumo: This article presents strategies used in the process of planning and consolidating a project of management of the heritage village of Paranapiacaba. The research instruments were participant observation and semi-directed interviews. The text presents the historical and social context that led to creation of the Program for Management of Natural, Historical, Cultural and Architectural heritage of the Paranapiacaba village, the process of implementation and consolidation of the program, the efforts of the management of the program to create spaces for dialogue between government and civil society and finally presents the innovative character of the program and the impacts of this on citizenship.
