Trust for the maintenance of a democratic innovation: the participatory budget in Belo Horizonte

Resumo: Given the growing importance of the internet as a means for governments to consult citizens about policies, this article presents a study on the feelings and perceptions of participants in the online forums of the Electronic Participatory Budgeting (e-PB) of the city of Belo Horizonte, Brazil. This case is particularly interesting for such analysis, as the number of participants decreased significantly between editions, allowing us to investigate the reasons for this withdrawal. We analyzed the content of all messages posted in the forum in the 2008 and 2011 editions (N = 2370) in order to identify citizens' feelings about the initiative, their perceptions of the effectiveness of their own participation in decision making, their perceptions of being well represented, and the use of storytelling to support arguments. Results indicate that the expression of citizens' feelings in online forums may be fundamental to assess policies and the participation tool itself. In addition, we reflect on the harm from not considering the opinions and feelings expressed by citizens.

Se trata de un caso especialmente interesante para este análisis debido a la notable caída del número de participantes entre las ediciones, de modo que podemos investigar los motivos de esta baja en la participación. Se realizó un análisis de contenido de todos los mensajes de los foros en línea de las ediciones de 2008 y 2011(N = 2.370) con el fin de identificar el sentimiento de los ciudadanos en relación a la iniciativa, la percepción de la eficacia de su participación en la producción de decisiones y la impresión de ser bien representados. Los resultados indican que la expresión de sentimientos de los ciudadanos en los foros en línea puede ser fundamental para la evaluación de las políticas públicas en discusión y también del propio instrumento de participación. Además, ponderamos los perjuicios resultantes de la no consideración de las opiniones y sentimientos manifestados por los ciudadanos.Dada a crescente importância da internet como método de consulta dos cidadãos por parte da administração pública sobre políticas públicas, o presente artigo apresenta um estudo sobre como se configuram os sentimentos e impressões dos participantes dos fóruns on-line do Orçamento Participativo Digital (OPD) de Belo Horizonte. Trata-se de um caso especialmente profícuo para essa análise, uma vez que houve notável queda do número de participantes entre as edições, de modo que podemos investigar as razões para o desengajamento. Foi realizada uma análise de conteúdo de todas as mensagens dos fóruns on-line das edições de 2008 e 2011 (N = 2.370), com o propósito de identificar o sentimento dos cidadãos em relação à iniciativa, à percepção da eficácia da própria participação na produção das decisões, à percepção de ser bem representado. Os resultados indicam que a expressão de sentimentos dos cidadãos nos fóruns on-line é fundamental para a avaliação das políticas públicas em discussão e também do próprio instrumento de participação.
