Policy termination is the last phase of the policy cycle or policy-making process, when a public policy is discontinued or replaced. Even though the phenomenon is recurrent and relevant, there is a perceived shortage of empirical studies about policy termination in Brazil that have a theoretical foundation. This essay captures the theoretical construction developed in books and scientific papers with regard topolicy termination in the United States and Europe. It is argued that a public policy may come to an end and there are analytical categories that are appropriate for understanding this phenomenon. This paper presents concepts, types, and the main reasons and obstacles related to terminating a policy. It concludes by presenting a systematization of the different theoretical contributions already developed in the field.
