The theoretical debate on public policies has been focused on the formulation phases and the evaluation. Despite the breadth of approaches the reflections on the processes of extinction of public policies are reduced in the national literature. The discussion on regional development policies has always been related to confrontations between different actors that gravitate around these policies and their interests. Thus, the decision-making processes in the public domain have been complex and sometimes obscure, especially when they extinguish public policies, as occurred with the regional question in the late 1990 years. The National Development Policy (PNDR) Is the object of analysis of this article, based on a reflection on its trajectory and possibility of a repetition of the facts that resulted in the withdrawal of the agenda at the end of the twentieth century.
