The Brazilian regional policy against the theory of the extinction of public policies

Resumo: The theoretical debate on public policies has been focused on the formulation phases and the evaluation. Despite the breadth of approaches the reflections on the processes of extinction of public policies are reduced in the national literature. The discussion on regional development policies has always been related to confrontations between different actors that gravitate around these policies and their interests. Thus, the decision-making processes in the public domain have been complex and sometimes obscure, especially when they extinguish public policies, as occurred with the regional question in the late 1990 years. The National Development Policy (PNDR) Is the object of analysis of this article, based on a reflection on its trajectory and possibility of a repetition of the facts that resulted in the withdrawal of the agenda at the end of the twentieth century.

A pesar de la amplitud de los enfoques, las reflexiones sobre los procesos de extinción de las politicas publicas se reducen en la literatura nacional. El debate sobre las politicas de desarrollo regional siempre ha estado relacionado con enfrentamientos entre diferentes actores que gravitan alrededor de estas politicas y sus intereses. Así, los procesos de toma de decisiones en el dominio publico han sido complejos ya veces oscuros, sobre todo cuando se extinguen las politicas publicas, como ocurrió con la cuestión regional a fines de los años 1990. La Política Nacional de Desarrollo (PNDR) es el objeto de análisis de este artículo, a partir de una reflexión sobre su trayectoria y posibilidad de repetición de los hechos que dieron lugar a la retirada de la agenda a finales del siglo XX.O debate teórico sobre políticas públicas tem ficado centrado nas fases de formulação e da avaliação. Apesar da amplitude de abordagens as reflexões sobre os processos de extinção de políticas públicas são reduzidas na literatura nacional. A discussão sobre as políticas de desenvolvimento regional tem sido sempre relacionada a confrontos entre diferentes atores que gravitam em torno dessas políticas e de seus interesses. Assim, os processos decisórios na área pública apresentam-se complexos e por vezes obscuros, sobretudo quando extinguem políticas públicas, a exemplo do que ocorreu com a questão regional no final dos anos 90.
