Competence-based human-resource management and Choice of Managers for Positions of trust: a Study at the Federal Institute of Sertão Pernambucano.

Resumo: | The aim of the present study was to understand how the current model of people management contributes to the choice of civil servants to occupy the positions of trust in the Federal Institute of Education, Science and Technology of Sertão Pernambucano (IF Sertão-PE). In order to do so, the theoretical framework addresses the management of people in the public service, positions of trust and competences. In order to meet the objectives of this research, a basic qualitative study was developed using, as data collection instruments, documentary research and semi-structured interviews, mainly carried out with senior managers of IF Sertão-PE. The organization and analysis of the collected data were made by the content analysis method, using the categorical analysis technique, supported by the ATLAS-ti software. The field study indicated that, although the IF Sertão-PE prioritizes the occupation of positions by individuals of its staff and stimulates the formal education of servers, the internal selection process is still influenced by subjective aspects, unrelated to competence-based management. In addition, the traditional model of people management predominates in the institution, a reactive model intended to meet specific demands, and thus, contributing minimally to the choice of managers. This work corroborates the importance of optimizing people management practices in the public sector, associating them with institutional strategic planning, as well as highlighting the relevance of public managers as agents of transformation and promotion of efficiency. |

Para esto, fueron abordados en el referencial teórico los temas de: gestión de personas en el servicio público, puestos de confianza y competencias. Se trata de un estudio cualitativo básico, con datos recogidos por medio de investigación documental y entrevistas semiestructuradas, realizadas principalmente con gestores de la alta administración del IF Sertão-PE. El análisis de contenido contó con soporte del software ATLAS-ti. Los datos revelaron que, a pesar de que el IF Sertão-PE prioriza la ocupación de cargos por individuos de su cuadro funcional y estimula la educación formal de los servidores, el proceso de elección de cargos de confianza todavía está influenciado por aspectos subjetivos, desvinculados de la gestión por las competencias. Además, predomina en la institución el modelo tradicional de gestión de personas, reactivo y limitado a la atención de demandas específicas, contribuyendo limitadamente a la elección de gestores. Sin el propósito de agotar las discusiones sobre las temáticas, este trabajo corrobora la importancia de optimizar las prácticas de gestión de personas en el sector público, así como evidencia la relevancia de los gerentes públicos como agentes de transformación y de promoción de la eficiencia.Este estudo buscou compreender como o atual modelo de gestão de pessoas contribui para a escolha de servidores para ocuparem cargos de confiança no âmbito do Instituto Federal de Educação, Ciência e Tecnologia do Sertão Pernambucano (IF Sertão-PE). Para tanto, foram abordados no referencial teórico os temas: gestão de pessoas no serviço público, cargos de confiança e competências. Trata-se de um estudo qualitativo básico, com dados coletados por meio de pesquisa documental e entrevistas semiestruturadas, realizadas com gestores da alta administração do IF Sertão-PE. Os dados revelaram que, embora o IF Sertão-PE dê prioridade à ocupação de cargos por indivíduos do seu quadro funcional e estimule a educação formal dos servidores, o processo de escolha para cargos de confiança ainda é influenciado por aspectos subjetivos, desvinculados da gestão por competências. Ademais, predomina na instituição o modelo tradicional de gestão de pessoas, reativo e limitado ao atendimento de demandas específicas, contribuindo limitadamente para a escolha de gestores.
