Municipalities’ educational response to COVID-19: Diversity, course, and inequalities

Resumo: The article analyzes the modalities of educational responses of municipal education networks in face of the interdiction of classroom school activities caused by COVID-19 pandemic, the patterns of response, and, particularly, the extent to which the variations in the quality and extension of these strategies tend to reproduce or deepen existing educational inequalities. The objective was operationalized with the analysis of data from answers to questionnaires applied by the education census, gathered in a synthetic indicator. The indicator behavior was analyzed considering the legacy of previous education policies – measured by the municipal Basic Education Development Index (Ideb) –, the socio-economic context in which they were implemented – the average socio-economic levels of the network students - , the Brazilian regional diversity, and the municipalities’ population size. Results indicate that, in fact, in municipalities with higher socio-economic levels and more successful education path, alternatives to school closing tended to be more comprehensive and diversified, which suggests the risk that it can be another vector for the deepening of educational inequalities.

El artículo analiza las modalidades de respuestas educativas de las redes municipales de educación ante la interdicción, en virtud de la pandemia del Covid-19, de las actividades escolares presenciales, los modelos de respuesta y, particularmente, en qué medida las variaciones en la calidad y amplitud de esas estrategias tienden a reproducir o profundizar las desigualdades educativas existentes. El objetivo fue operado por el análisis de los datos de respuesta a cuestionarios aplicados por el censo educativo, agregadas en un indicador sintético. El comportamiento del indicador fue analizado teniendo en cuenta el legado de las políticas educativas previas, medido por el Índice de Desarrollo de la Educación Básica (Ideb) municipal, el contexto socioeconómico donde fueron implementadas – el nivel socioeconómico medio de los estudiantes de la red –, la diversidad regional brasileña y el tamaño poblacional de los municipios. Los resultados señalan que, de hecho, en los municipios de nivel socioeconómico más alto y con trayectoria educativa más exitosa, las alternativas al cierre de las escuelas tendieron a ser más amplias y diversificadas, sugiriendo el riesgo de que ese sea otro vector de profundización de las desigualdades educativas.O artigo analisa as modalidades de respostas educacionais das redes municipais de educação diante da interdição, em virtude da pandemia de Covid-19, das atividades escolares presenciais, os padrões de resposta e, particularmente, em que medida as variações na qualidade e amplitude dessas estratégias tendem a reproduzir ou aprofundar as desigualdades educacionais existentes. O objetivo foi operacionalizado pela análise dos dados de resposta a questionários aplicados pelo censo educacional, agregadas em um indicador sintético. O comportamento do indicador foi analisado levando-se em conta o legado das políticas educacionais prévias – medido pelo Índice de Desenvolvimento da Educação Básica (Ideb) municipal –, o contexto socioeconômico em que foram implementadas – o nível socioeconômico médio dos estudantes da rede –, a diversidade regional brasileira e o porte populacional dos municípios.
