Beyond the administrative reform: People management in the delivery of public health services in the early 2021

Resumo: This paper aims to discuss HR management in the public health sector in Brazil during the third decade of the 21st century. Current literature was studied in order to design a guide for interviews to be applied to public managers, from central and local levels, under direct management or social organizations, who agreed to be part of this research. Interview findings were discussed and analyzed, but they were not compared to the results of the organizations. The conclusion of the paper brings out the relevance of HR management in health and the difference between instruments available at the direct management and at the health social organization.

Basado en la literatura reciente del área se desarrolló una guía para entrevistas de gestores de organizaciones de administración directa e indirecta de salud, que estuvieran de acuerdo en participar de la investigación. Los hallazgos fueran discutidos y analizados, pero sin comparación entre los resultados de las organizaciones. Las conclusiones muestran que la gestión de personas es muy relevante en salud y que existen diferencias importantes entre los instrumentos disponibles en la gestión directa y en las organizaciones sociales de salud.O presente trabalho visa a discutir características da gestão de pessoas no setor público da saúde no Brasil na terceira década do século XXI. Com base na literatura da área foi desenvolvido um roteiro para entrevistas de gestores de organizações da administração direta e da indireta da saúde e aplicado a profissionais de nível central e local que concordaram em participar da pesquisa. Os achados foram discutidos e analisados, embora não tenha sido realizada comparação de sua eficácia em função de resultados obtidos.
