Structure and mechanisms of network governance in the implementation of public policies

Resumo: The various actors involved in the construction and implementation of a public policy interact frequently and continuously. Such interactions tend to be institutionalized, with formal and informal rules, deliberation arenas, jurisdictions, and procedures for joint decisions and actions, characterizing network governance. This study sought to understand the structure andmechanisms of network governance in the implementation of public policies for children and adolescents in Brazil. It is a qualitative research collectingdata from documents and semi-structured interviews. The results point to a lightly formalized network with cooperation centralized in the Municipal Council for the Rights of Children and Adolescents (known as CMDCA).Regarding the network’s structure and governance mechanisms, it was found that the CMDCA is a central player, acting to coordinate, monitor, and motivate the actors. Coordination occurs mainly through monthly meetings; monitoring activities consist of inspecting entities registered at the CMDCA and information transfer; and motivational actions refer to support provided through grants, mediation, and information. The study contributes to the discussion about the role of network governance in policy elaboration and implementation, offering valuable insights and conceptual tools to better understand this structural arrangement.

Ante esto, estas interacciones tienden a institucionalizarse, estableciendo reglas formales e informales, espacios de deliberación, jurisdicciones y procedimientos paradecisiones y acciones conjuntas, lo que caracteriza la gobernanza de la red. Este estudio buscó comprender la estructura y mecanismos de gobernanza de redes enla implementación de políticas públicas para niños y adolescentes, mediante un enfoque de investigación cualitativo, utilizando como fuente de datos la investigación documental y las entrevistas semiestructuradas. Los resultados apuntan a una red concoordinación centralizada en el Consejo Municipal de los Derechos de la Niñez y la Adolescencia (CMDCA), y baja formalización. En cuanto a la estructura de la red ylos mecanismos de gobernanza, se encontró que el CMDCA es un actor central que realiza acciones de coordinación, control/monitoreo e incentivo. La coordinación se da básicamente a través de reuniones mensuales, el control a través de la inspección de entidades registradas y la transferencia de información, y el incentivo se da a través del apoyo brindado por recursos, intermediaciones e información. El estudio contribuye a la discusión sobre el papel de la gobernanza de la red en la producción e implementación de políticas, ofreciendo ideas útiles y herramientas conceptuales para permitir una mejor comprensión de este arreglo estructural.As interações entre os diversos atores envolvidos na construção e implementação de uma política pública ocorrem de maneira frequente e contínua. Em vista disso, essas interações tendem a ser institucionalizadas, estabelecendo-se regras formais e informais, arenas de deliberações, jurisdições e procedimentos para as decisões e ações conjuntas, o que caracteriza a governança em rede. Este estudo buscou compreender a estrutura e os mecanismos da governança em rede na implementação de políticas públicas para crianças e adolescentes. Trata-se de uma pesquisa de abordagem qualitativa, utilizando-se como fonte de dados pesquisa documental e entrevistas semiestruturadas. Os resultados apontam para uma rede com coordenação centralizada no Conselho Municipal dos Direitos da Criança e do Adolescente (CMDCA), e baixa formalização. No que tange à estrutura da rede e aos mecanismos de governança, constatou-se que o CMDCA é um ator central que realiza ações de coordenação, controle/monitoramento e incentivo. A coordenação se dá basicamente por meio de reuniões mensais, controle por meio da fiscalização das entidades cadastradas e do repasse de informações, e o incentivo ocorre por intermédio do suporte disponibilizado por recursos, intermediações e informações.
