Neoliberalism, falling profit rate and public labor policy in Brazil

Resumo: | The development of capitalism in Brazil in the last thirty years was marked by neoliberalism, form assumed by the capitalist mode of production in response to the crisis of the 1970s and others that followed. The determinations that prevail over this form are the same as those identified by Marx for the current mode of production: capital appreciation as development, cyclical crises, downward trend in profit rate and factors that counter this trend. Based on the theory of determinations of capital and documents of Brazilian economy, the objective of this paper is to explain why, among the main factors that counter the fall in profit rate, pointed out by Marx, in Brazil, the increase in labor exploitation and related resources is highlighted in order to counter the trend of falling of profit rate. As consequence, as shown at the end of this work, labor policy has acquired a dominant position in recent years, empirically and legally creating, whether through labor reform or punctual initiatives and expedients, various means to promote a radical increase in labor exploitation. |

El desarrollo del capitalismo en Brasil en los últimos treinta años, estuvo marcado por el neoliberalismo, forma asumida por el modo de producción capitalista en respuesta a la crisis de los años setenta y las siguientes. Las determinaciones que prevalecen sobre esta forma son las mismas identificadas por Marx para el actual modo de producción: apreciación del capital como “venir a ser”, crisis cíclicas, la tendencia decreciente de la tasa de ganancia y los factores contrarrestantes de esta tendencia. A partir de la teoría sobre las determinaciones del capital y los documentos de economía brasileña, el objetivo de este artículo es exponer porqué, entre los principales factores contrarrestantes de la caída de la tasa de ganancia señalada por Marx, en Brasil se recurre al aumento de la explotación de la fuerza de trabajo y recursos similares para contrarrestar la tendencia a la baja de la tasa de ganancia. Como consecuencia, como se muestra al final del artículo, la política pública laboral ha adquirido una posición dominante en los últimos años, creando empírica y legalmente, por medio de reformas laborales o iniciativas y expedientes puntuales, diversos medios para promover el aumento radical de la explotación del trabajo.O desenvolvimento do capitalismo no Brasil, nos últimos 30 anos, foi demarcado pelo neoliberalismo, forma assumida pelo modo de produção capitalista em resposta à crise dos anos 1970 e às que se sucederam. As determinações que prevalecem sobre essa forma são aquelas mesmas identificadas por Marx para o atual modo de produção: a valorização do capital como “devir”, as crises cíclicas, a tendência decrescente da taxa de lucro e os fatores contrarrestantes dessa tendência. A partir da literatura sobre as determinações do capital e de documentos da economia brasileira, o objetivo desse artigo é expor porquê, dentre os principais fatores contrarrestantes da queda da taxa de lucro, apontados por Marx, ganha relevo no Brasil o aumento da exploração da força de trabalho e recursos conexos para contrariar a tendência à queda da taxa de lucro.
