Resumo: The Brazilian public school system offers a rich environment to estimate the effects of leadership on final outcomes, where a lack of market discipline ties the leadership and decision making provided to the student achievement on standardized tests. Principals can influence student achievement in a number of ways, such as hiring teachers, facilitating teaching and learning, managing infrastructure and maintaining student discipline. The first paper measures the effect of individual principals on gains in student math and reading achievement between grades 5 and 9 in Brazil. Using the mobility of principals across schools to identify principal effects, I estimate that a one standard deviation improvement in principal fixed characteristics quality can boost student performance by 0.8 standard deviations in both math and reading. Also, we show that principal tenure does exert an influence on student performance but its effects marginally decrease after seven years of tenure. My results show that principal overall experience does not influence student achievement. The second paper measure the effect of school management practices on the student’s test performance. This thesis draws on unique data collected from survey responses of school principals and teachers to construct a management index that presents a descriptive evidence of management quality adopted by principals of public schools in Brazil. Using a large database of more than 68.000 different schools and a longitudinal panel data from 2007 to 2013, this research identifies a positive and significant relationship of management quality and test performance. The management index captures five different management dimensions: people, governance, leadership, collaborative leadership and processes. This research suggests that the principals could be hired and trained to execute managerial tasks, and the adoption of best practices can affect positively the student’s test-performance.

Os diretores podem influenciar o desempenho dos alunos de várias maneiras, como, por exemplo, contratando professores, facilitando o ensino e a aprendizagem, gerenciando a infraestrutura e mantendo a disciplina dos alunos. O primeiro artigo avalia o efeito de diretores individuais nos ganhos em matemática e português de alunos do 5o ao 9o ano no Brasil. Usando a mobilidade dos diretores entre as escolas para identificar os efeitos do diretor, estimo que uma melhoria de um desvio padrão na qualidade das características fixas do diretor pode aumentar o desempenho do aluno em 0,8 desvios padrão em matemática e português. Além disso, mostramos que o tempo de permanência (mandato) do diretor exerce influência no desempenho do aluno, mas após sete anos de mandato o efeito positivo diminui, na margem, com o tempo. Meus resultados mostram que a experiência geral do diretor não influencia o sucesso dos alunos. O segundo artigo avalia o efeito das práticas de gestão escolar no desempenho dos alunos nos exames. Esta tese baseia-se em dados exclusivos coletados de respostas de pesquisas com diretores de escolas e professores para construir um índice de gestão que apresenta uma evidência descritiva da qualidade de gestão adotada por diretores de escolas públicas no Brasil. Utilizando uma grande base de dados com mais de 68.000 escolas diferentes e um painel longitudinal de dados de 2007 a 2013, esta pesquisa identifica uma relação positiva e significativa de qualidade da gestão e desempenho nos exames. O índice de gestão captura cinco dimensões distintas da gestão: pessoas, governança, liderança, liderança colaborativa e processos. Esta pesquisa sugere que os diretores podem ser contratados e treinados para realizar tarefas gerenciais, e a adoção das melhores práticas podem afetar positivamente o desempenho dos alunos nas Using a large database of more than 68.000 different schools and a longitudinal panel data from 2007 to 2013, this research identifies a positive and significant relationship of management quality and test performance. The management index captures five different management dimensions: people, governance, leadership, collaborative leadership and processes. This research suggests that the principals could be hired and trained to execute managerial tasks, and the adoption of best practices can affect positively the student’s test-performance.
