Resumo: The objective of this paper is to suggest alternatives for the acceleration of two goals within the São Paulo City Goals Program („2012 Agenda‟): goal number 78 (implementation of 2 training centers for recycling cooperative members) and goal number 80 (creation of 1,000 Voluntary Collection Points for recycled material). At the beginning of this paper the reported level of completion was 0%. The diagnosis detected flaws in the execution process as well as in the design and monitoring phases. A set of recommendations were then designed in order to achieve the selected goals. The paper highlights necessary actions, managers, deadlines, budget impacts and risks. These recommendations include improvements in the monitoring system (with more frequent updates), the use of timelines to assist the execution process and the creation of new structural alternatives for implementing the delayed goals. Additionally, the diagnosis allowed the conclusion that there is an absence of incentive mechanisms for public managers in the delivery of the Program‟s goals. In light of these conclusions, general recommendations were then proposed for the design of the new and subsequent Goals Program, inspired on performance based management experiences.

Ambas as metas encontravam-se, no início do trabalho, com 0% de execução. Após a coleta de informações, chegou-se ao diagnóstico, que detectou falhas tanto na etapa de execução, quanto nas etapas de formulação e monitoramento das metas. Entre essas falhas, destacam-se a falta de planejamento do órgão executor das metas, o insucesso de um modelo de parceria com o setor privado e problemas no próprio processo de formulação das metas. A partir do diagnóstico, foram traçadas recomendações referentes à aceleração de cada uma das metas analisadas, com a especificação de ações a serem tomadas, responsáveis, prazos, impacto orçamentário e riscos. Essas ações incluem o aperfeiçoamento do sistema de monitoramento, com atualizações mais frequentes e detalhadas, o estabelecimento de cronogramas para execução das metas com definição clara de responsáveis e a criação de novas alternativas para a execução que não envolvam, necessariamente, o modelo de parceria previamente adotado. Além disso, a partir do diagnóstico das 2 metas analisadas, conclui-se que faltam mecanismos que incentivem e facilitem o cumprimento das metas pelos agentes públicos. Diante dessas conclusões, foram elaboradas recomendações gerais, baseadas em modelos bem sucedidos de gestão para resultados, que poderão ser adotadas quando da formulação do próximo Programa de Metas description The objective of this paper is to suggest alternatives for the acceleration of two goals within the São Paulo City Goals Program („2012 Agenda‟): goal number 78 (implementation of 2 training centers for recycling cooperative members) and goal number 80 (creation of 1,000 Voluntary Collection Points for recycled material). At the beginning of this paper the reported level of completion was 0%. The diagnosis detected flaws in the execution process as well as in the design and monitoring phases. A set of recommendations were then designed in order to achieve the selected goals. The paper highlights necessary actions, managers, deadlines, budget impacts and risks. These recommendations include improvements in the monitoring system (with more frequent updates), the use of timelines to assist the execution process and the creation of new structural alternatives for implementing the delayed goals. Additionally, the diagnosis allowed the conclusion that there is an absence of incentive mechanisms for public managers in the delivery of the Program‟s goals. In light of these conclusions, general recommendations were then proposed for the design of the new and subsequent Goals Program, inspired on performance based management experiences.
