Medicinal plants and herbal medicines in Brazil: academic research, proof of concept or innovation?

Resumo: This review was written to complement the opening presentation of the 1st International Online Phytotherapy Congress from 09 to 03/13/2021. It describes the CEME (1976 to 1998) and CAPES (1980-1990) Research Programs for Medicinal Plants (PPPM), which encouraged the research of popular medicine plants to develop medicines to meet public health demand. In the political-economic reality of the time, the total dependence on international pharmaceutical inputs impacted the country's economy, which needed them for primary health care, which was rapidly increasing. PPPMs grew in the light of WHO's international incentives embedded in the Alma Ata Declaration (1978), which recommended the use of traditional medicine resources in primary health care. After evaluating the shortage of laboratories and researchers, the CEME programs planned the development of medicines from Brazilian plants, encouraged scientific integration in the academy, supported the active recruitment of human resources initiated by CAPES in 1982 and the installation of embryo laboratories. in distant universities. Non-existent specialties, such as drug toxicology, were quickly trained. In this context, the review summarizes the planning of the PPPM and the achievements obtained in the study of Medicinal Plants until the extinction of those government programs.

Ela descreve os Programas de Pesquisa de Plantas Medicinais (PPPM) da CEME (1976 a 1998) e CAPES (1980-1990), que incentivaram a pesquisa de plantas da medicina popular visando desenvolver medicamentos para atender à demanda da saúde pública. Na realidade político-econômica da época, a dependência total dos insumos farmacêuticos internacionais impactava a economia do país, que deles necessitava para o atendimento primário à saúde que rapidamente se avolumava. Os PPPM cresceram à luz dos incentivos internacionais da OMS embutidos na Declaração de Alma Ata (1978), que recomendava a utilização dos recursos da medicina tradicional no atendimento primário à saúde. Os programas CEME, após avaliar a carência de laboratórios e pesquisadores, planejaram o desenvolvimento de medicamentos a partir de plantas brasileiras, incentivaram a integração científica na academia, apoiaram o recrutamento ativo de recursos humanos iniciados pela CAPES em 1982 e a instalação de laboratórios-embrião em universidades distantes. Especialidades inexistentes, como a toxicologia de medicamentos, foram rapidamente treinadas.
