The University-Industry dynamics in the pharmaceutical field: Some general indicators of Industry, Academia and Government Science for the Brazilian case

Resumo: This study makes a marking of the relationship between University and Industry (U-I) concerning to the pharmaceutical sector, and regarded as a driver of innovation. From analyses published on the subject in the literature, we focus on the aspects that characterize the University and the Industry separately, and then the role of the State and the main mechanisms of interaction between these three agents, according to the model established for the institutions as stated in the "Sábato Triangle" for supporting the innovation. In terms of industry and production of drugs, data were collected for the global pharmaceutical market and Brazil. The performance of the national scientific academy aspect was addressed in terms of their potential to contribute as innovator in the pharmaceutical area. The evidence of state involvement as a dynamic element of the U-I relationship was observed in the adoption of public policies, the prospect of targeted funding for the pharmaceutical segment, and the creation of specific organs to catalyze institutional mechanisms, particularly the Office of Technology Transfer in Brazil. The last decade showed a steady growth in capacity of knowledge generation by the academic sector, in line with efforts to relate to the productive sector. The results of this approach U-E induced and supported by public policies and legal bases, have produced, albeit insufficiently, some alignment between these interrelated institutional sectors in the Sábato Triangle. A clear indicator of this progress is the gradual implantation of Offices of Technology Transfer in the institutions that produce knowledge, as one of the major visible impacts of the Innovation Law, approved eight years ago.

A partir de análises publicadas sobre o tema na literatura, são abordados os aspectos que caracterizam a Universidade e a Empresa separadamente, e então o papel do Estado e os principais mecanismos de interação entre estes três agentes, de acordo com o modelo estabelecido para as instituições no “Triângulo de Sábato” para dar suporte à Inovação. Na vertente da indústria e produção de medicamentos, foram levantados dados referentes ao mercado farmacêutico global e brasileiro. A atuação de academia científica nacional foi abordada no aspecto que toca às suas potencialidades para contribuir como agente inovador na área farmacêutica. A evidência da participação do Estado como elemento dinamizador da relação U-E foi observada na aprovação de políticas públicas, na prospecção de financiamentos específicos para o segmento farmacêutico, e na criação de órgãos e mecanismos específicos de catalisação institucional, em especial os Escritórios de Transferência de Tecnologia no Brasil. A última década revelou um crescimento constante da capacidade na geração de conhecimento pelo setor acadêmico, alinhada com um esforço em relacionar-se com o setor produtivo. Os resultados desta aproximação U-E, induzidos e respaldados por políticas públicas e em bases legais, têm produzido, ainda que insuficientemente, algum alinhamento entre estes setores institucionais inter-relacionados no Triângulo de Sábato.
