Contemporary settings for the guarantee of access to fundamental health rights: preventive and promotional dimensions

Resumo: Objective: This text aims to identify the possibilities of access to health, in a universal and egalitarian way, through the strengthening of public policies for prevention and health promotion, as more effective ways of guaranteeing this fundamental right. Methodology: It was verified through a doctrinaire study that follows the deductive method. Results: The speeches about the right to health has been reiterated and commonplace. Conclusion: It is recommended to analyze the investment in programs that reduce or prevent the emergence of diseases, in the detriment of curative procedures, advocates for preventive and promotional forms, which would allow greater assurance of welfare for citizens.

Metodología: Fue hecho un estudio doctrinal que sigue el método deductivo. Resultados: Los discursos sobre el derecho a la salud ha sido reiterada y habitual, no es suficiente para tratar el tema de la salud en términos de curación de los enfermos. Conclusión: Se recomienda analizar la inversión en programas que reducir o prevenir la aparición de enfermedades, en los programas de educación básica.Objetivo: O texto tem como objetivo identificar as possibilidades de acesso à saúde, de forma universal e igualitária, mediante o fortalecimento das políticas públicas de prevenção e promoção da saúde, enquanto formas mais eficazes de garantia desse direito fundamental. Metodologia: Foi realizado um estudo doutrinário que segue o método dedutivo. Resultados: os discursos sobre o Direito à Saúde têm sido muito reiterados e corriqueiros. Conclusão: Cabe analisar o investimento em programas que diminuam ou evitem o surgimento de doenças, em detrimento de procedimentos curativos.
