Sanitary conditions of school canteens in the private schools network, before and after the licensing of health

Resumo: Schools and their canteens are subjects of interest of health organizations and are controlled by the Municipal Health Surveillance. Every food establishment must get a health license. Food establishments in schools should provide safe and nutritious food. We studied sanitary conditions found by the sanitary surveillance (secondary data) in the canteens of 19 schools in the city of Manaus. For four of these schools, an individual comparison with the year after obtaining the health license (primary data) was performed to check whether schools can maintain their canteens’ good sanitary conditions. Data were collected via a form of the Municipal Health Surveillance itself based on the RDC/216/04 and the Health Code of Manaus as well as a field journal. Only 25% of the schools were able to maintain their canteens’ satisfactory sanitary conditions. The most frequent non-compliances were as follows: equipment, furniture and fixtures, waste management, and handlers. In the comparative analysis, we noticed an increase in compliance compared with the previous year. One of the schools improved in all mentioned criteria; others showed noticeable changes in some items, such as equipment, furniture and fixtures, and waste management. We conclude that there is some difficulty in maintaining the standard of quality in these establishments after obtaining the health license.

Todo estabelecimento de alimentos está sujeito à necessidade de licença sanitária para funcionamento. Os espaços de alimentação escolar devem prover alimentos seguros e nutritivos. Fizemos um estudo das condições higiênico-sanitárias encontradas pela vigilância sanitária (dados secundários) nas cantinas de 19 escolas da cidade de Manaus e, para quatro delas, uma comparação individual com o ano seguinte (dados primários), a fim de verificar se as escolas conseguem manter suas cantinas em boas condições higiênico-sanitárias, após o licenciamento sanitário. Os dados foram levantados por meio do roteiro da própria vigilância sanitária, baseado na RDC no 216/04 e no código sanitário da cidade, assim como de um diário de campo. Apenas 25 % das escolas foram satisfatórias. As não conformidades mais frequentes foram: equipamentos, móveis e utensílios; manejo de resíduos e manipuladores. No estudo comparativo, observa-se um aumento do número de conformidades em relação ao ano anterior. Uma das escolas melhorou em todos os itens apontados e as demais apresentaram mudanças notórias em alguns itens: manejo de resíduos e equipamentos, móveis e utensílios.
