Perceptions by users attended at an emergency care: approach to Primary Health Care

Resumo: The aim of the study was to understand the reasons leading the users to seek Emergency Care Units (UPA) when the health problem could be solved in the scope of Primary Health Care (APS). This is a descriptive, qualitative study with 24 UPA’s users from a municipality in the south of the country, data collection in February / March 2015, through a semi-structured interview, and data analysis through content analysis. The results yielded three categories: mismatch between the physician-centered view and the inadequacy of the APS healthcare teams to address spontaneous demand; the poor reception at the APS leads to access difficulties and low resolution from the healthcare team; and disarticulation between UPA and APS: there is a need for structuring care coordination. It is concluded that the UPAs are seen by the population as more resolutive, thus requiring the ordenation of care flows, and the education/ information to the population about its functioning.

Estudo descritivo, qualitativo, com 24 usuários da UPA de município do Sul do país, coleta de dados em fevereiro/março de 2015, por entrevista semiestruturada, e analisados pela análise de conteúdo. Dos resultados emanaram três categorias: descompasso entre a visão médico-centrada e a inadequação das equipes de saúde da APS para atenção à demanda espontânea; o acolhimento deficitário na APS gera dificuldades de acesso e baixa resolutividade da equipe de saúde; e desarticulação entre UPA e APS: necessidade de estruturação da coordenação do cuidado.
