As transformações sociais, econômicas e tecnológicas ocorridas nos últimos anos instituíram um ambiente dinâmico e complexo, exigindo maior capacidade de adaptação das organizações. Nesse contexto, o presente trabalho tem por objetivo analisar a relação entre o orçamento executado e o desempenho alcançado pelas Instituições Federais de Ensino Superior (IFES) do Nordeste. A pesquisa valeu-se de análise documental, utilizando-se de uma abordagem quantitativa, a partir da aplicação de técnicas estatísticas, como análise de correlação, onde foram pesquisados os indicadores de gestão entre os anos de 2005 a 2014, caracterizando-se, ainda, como estudo longitudinal. A análise dos resultados mostrou que a relação entre o orçamento e o desempenho está mais ligada aos indicadores operacionais e de eficiência, apontando para a existência de relação entre o orçamento e os resultados atingidos. Palavras-chave: Planejamento. Desempenho.  ABSTRACT The social, economic and technological transformations that have occurred in recent years have instituted a dynamic and complex enviroment, requiring greater adaptability of organizations. In this context, the present study aims to analyze the relationship between the budget and the performance achieved by the federal institutions of higher education (IFES) in the Northeast. The research used documentary analysis, using a quantitative approach, from the application of statistical techniques such as correlation analysis, where we searched the management indicators from 2005 to 2014, featuring, as longitudinal study. The analysis of the results showed that the relationship between the budget and the performance is more linked to the operational and efficiency indicators, pointing to the existence of relationship between the budget and the results achieved. Key words: Planning.
