O presente estudo tem como objetivo apresentar a relação entre o Estado e a sociedade apontando sua interface com os direitos sociais a partir de uma perspectiva democrática. A pesquisa se caracterizou por uma abordagem qualitativa de caráter bibliográfico, apoiando-se em autores como Arendt (2014); Bobbio (2004); Brasil (1990); Carvalho (2003); Dagnino (2004); Silveira (2017); Draibe (1989); Marshall (1967); Telles (1999). O resultado do estudo aponta que a relação entre Estado e Sociedade se torna mais efetiva com a implementação de Políticas Públicas advindas do Governo Federal, o que dificulta o fortalecimento de uma cidadania ativa local. Além disso, foi possível desvelar que a garantia dos direitos sociais é assegurada por meio da luta, da mobilização e de intensa participação dos arranjos sociais, cuja opacidade ou inércia na implementação das ações que dão encaminhamento às reivindicações sociais, remete ao comprometimento da cidadania e, com efeito, à consolidação da própria democracia, enquanto esteio concreto que visa ao fortalecimento de uma sociedade mais igualitária, articulada e solidária. Palavras-Chave: Estado. Democracia. ABSTRACTThis study aims to present the relationship between the State and society, pointing out their interface with social rights from a democratic perspective. The research was characterized by a qualitative bibliographic approach, relying on authors such as Arendt (2014); Bobbio (2004); Brazil (1990); Carvalho (2003); Dagnino (2004); Silveira (2017); Draibe (1989); Marshall (1967); Telles (1999). The result of the study shows that the relationship between State and Society becomes more effective with the implementation of Public Policies from the Federal Government, which makes it difficult to strengthen an active local citizenship. In addition, it was possible to unveil that the guarantee of social rights is ensured through struggle, mobilization and intense participation of social arrangements, whose opacity or inertia in the implementation of actions that address social demands, refers to the commitment of citizenship and , in effect, to the consolidation of democracy itself, as a concrete support aimed at strengthening a more egalitarian, articulated and solidary society. Keywords: State.
