Este texto versa sobre assistência estudantil na sua relação com a problemática da democratização do acesso e permanência no ensino superior e profissional de estudantes de classes populares, nas instituições federais de ensino no Brasil e, em especial, no Instituto Federal de Educação, Ciência e Tecnologia do Piauí (IFPI). Assim, objetiva-se examinar as condições de inserção dos estudantes pobres num espaço marcado, historicamente, pela sua exclusão. Para isso, utilizou-se a pesquisa em fontes documentais e bibliográficas referentes ao ensino superior, profissional e à assistência estudantil; dentre eles, destacam-se os seguintes: dados da Pesquisa Nacional por Amostra de Domicílios (PNAD) – Síntese de Indicadores Sociais, Leis de Diretrizes Orçamentárias e de dados do questionário socioeconômico preenchido pelos estudantes no momento de ingresso nos cursos do IFPI. Constata-se que a democratização do ensino superior e profissional proporcionada por programas, como o REUNI e a Lei de Cotas, resultou no aumento de estudantes provenientes de segmentos sociais mais pauperizados. Contudo, com a limitação de recursos para o PNAES repassados às instituições federais de ensino, ocorreu o aumento do grau de seletividade e focalização dos benefícios de assistência estudantil para públicos cada vez mais pobres no IFPI – Campus Teresina Central. Assim, a política de assistência estudantil, embora amenize as dificuldades financeiras dos estudantes pobres atendidos, não assegura, efetivamente, a democratização das condições de acesso e permanência ao total de estudantes que dela precisam, aspecto que serve como instrumento de manutenção das condições de desigualdades sociais entre eles. Palavras-chave: Assistência ao Educando. Educação Profissional. ABSTRACT This text deals with student assistance in its relationship with the issue of democratizing access and permanence in higher and professional education for students from lower classes in federal educational institutions in Brazil and, in particular, at the Federal Institute of Education, Science and Technology of the Piauí (IFPI). Thus, the objective is to examine the conditions of inclusion of poor students in a space historically marked by their exclusion. For this, research was used in documentary and bibliographic sources referring to higher, professional and student care education; among them, the following stand out: data from the National Household Sample Survey (PNAD) – Synthesis of Social Indicators, Budget Guidelines Laws and data from the socioeconomic questionnaire filled out by students at the time of entry into the IFPI courses. It appears that the democratization of higher and professional education provided by programs such as REUNI and the Quota Law resulted in an increase in students from poorer social segments. However, with the limitation of resources for the PNAES transferred to federal educational institutions, there was an increase in the degree of selectivity and focus of student assistance benefits for increasingly poor publics in the IFPI – Teresina Central Campus. Thus, the student assistance policy, while alleviating the financial difficulties of poor students served, does not effectively ensure the democratization of the conditions of access and permanence to the total number of students who need it, serving as an instrument for maintaining the conditions of social inequalities between they. Keywords: Student Assistance.
