Educação Permanente e as Conferências Regionais de Envelhecimento na América Latina e Caribe / Permanent Education and The Regional Aging Conferences in Latin America and Caribbean

Resumo: | As conferências internacionais de envelhecimento estão colocando em debate o aumento da longevidade humana, considerada como conquista que fomenta desafios a serem enfrentados pelos gestores e pela sociedade civil. Este trabalho analisa os documentos das três Conferências Regionais Intergovernamentais de envelhecimento da América Latina e do Caribe, que aconteceram no Chile (2003), no Brasil (2007) e em Costa Rica (2012). O estudo, resultante de análises bibliográficas e documentais provenientes do doutorado em Políticas Públicas pela Universidade Federal do Piauí (UFPI), em andamento, objetiva analisar como vem sendo recomendado o acesso à educação permanente nas três conferências e como essas podem estar interligadas com a Política de Envelhecimento Ativo da Organização Mundial de Saúde (OMS). Como metodologia, a partir da análise de documentos da CEPAL e das bibliografias internacional e nacional sobre essa área temática no cenário eleito como objeto de estudo, construímos três eixos temáticos: em torno das conferências, do envelhecimento ativo e da educação permanente. Os resultados apontaram a importância de as conferências refletirem as particularidades das nações latino americanas e caribenha, e suas recomendações ressaltam o acesso dos idosos à educação permanente como uma via de diminuição das desigualdades sociais. Concluímos que a educação permanente, para além das recomendações das conferências e do proposto na Política do Envelhecimento Ativo, necessita ser anunciada em vários espaços da sociedade, por ser propulsora de melhorias das condições de vivência na velhice, que deve ser almejada como ativa e cidadã. ABSTRACT The international conferences of aging are putting in debate the increase of human longevity, considered as an achievement that fosters challenges to be faced by managers and civil society. This paper analyzes the documents of the three Regional Intergovernmental Conferences on Aging in Latin America and Caribbean, which happened in Chile (2003), Brazil (2007) and Costa Rica (2012). This study results from bibliographical and documentary analyzes coming from the PhD in Public Policies by the Federal University of Piauí (UFPI), in progress. In addition, it aims to analyze how access to permanent education is being recommended in the three conferences and how these can be linked to the Active Aging Policy of the World Health Organization (WHO). As a methodology, based on the analysis of ECLAC documents and international and national bibliographies on this thematic area in the scenario chosen as object of study, we have built three thematic axes around conferences, active aging and lifelong education. The results pointed out the importance of the conferences to reflect the particularities of the Latin American and Caribbean nations. Their recommendations emphasize the access of the elderly to permanent education as a way of reducing social inequalities. We conclude that the permanent education beyond the recommendations of the conferences and the one proposed in the Active Aging Policy needs to be announced in various spaces of society for being a propeller of improvements in living conditions in old age, which should be sought as an active and citizen.
