Faced with the reality of the national judiciary's congestion crisis, the main objective is to investigate the actions that make up the public policy under analysis are able to ensure a procedural temporality so that, simultaneously, the aforementioned constitutional guidelines are respected. With this, the problem that we intend to answer lies in the fact that by stimulating agility through quantitative criteria, which could generate affronts to the previously listed guarantees. In order to achieve the objectives, historical and comparative investigation methods were used. It was concluded, therefore, that the jurisdictional public policy for the implementation of judgment goals, as established, may, through subjective impacts on the judges, narrow the scope of the aforementioned guarantees.
