The educational and cultural experiencies of the basic education movement in Pernambuco (1961-1966)

Resumo: | The 1950s and 1960s were marked by campaigns and programs for basic education and popular culture. Some of these experiences emerged from the Catholic Church, such as the Movimento de Educação de Base (MEB), officially created by Decree No. 50,370 on March 21, 1961, based on an agreement between the Brazilian episcopate, represented by the National Conference of Brazilian Bishops (CNBB) and the Ministry of Education. MEB's actions were designed to meet the social and educational demands of the North, Northeast and Center-West regions of Brazil, through teaching via radio schools which, in turn, were organized by 11 broadcasting systems spread throughout the States. Thus, this teaching transmitted by the radio waves had as its objective not only literacy, but an education that promoted "civic, moral, economic and spiritual elevation", as well as the formation of a popular culture. The article in question deals with school and cultural experiences lived by rural communities that were contemplated by MEB in Pernambuco, between 1961 and 1966, and the importance of educational technologies - the letter, the primer and the radio - in the stimulation of a literate community and in the construction of rural man's identity. The time frame refers to the period when MEB was in operation in the state of Pernambuco. To weave this historical narrative approaching their school experiences and identity construction, we analyzed official sources of the Movement, booklets, and letters, making use of the theoretical and methodological contribution of Cultural History authors. Finally, we understand that communication through letters and radio, among several functions, served as an instrument to denounce the neglect of the rural environment, especially the absence of public schools. Moreover, the materials produced by MEB and its members provided processes of incitement of the rural man's identity, through awareness about the reality in which they were inserted. Algunas de estas experiencias surgieron de la Iglesia Católica, por ejemplo, el Movimiento de Educación de Base (MEB) que fue creado oficialmente por Decreto N° de la Conferencia Nacional de Obispos de Brasil (CNBB) con el Ministerio de Educación. Las acciones del MEB fueron diseñadas para atender las demandas sociales y educativas de las regiones Norte, Nordeste y Centro-Oeste de Brasil, a través de la enseñanza mediante escuelas radiofónicas que, a su vez, eran organizadas por 11 sistemas de radiodifusión repartidos por los Estados. Así, esta enseñanza transmitida por ondas radiofónicas promocionaba no sólo a la alfabetización, sino a una educación que promoviera “la elevación cívica, moral, económica y espiritual”, además de estimular la formación de una cultura popular. El artículo en cuestión trata de las experiencias escolares y culturales vividas por las comunidades rurales que fueron beneficiadas por el MEB en Pernambuco, entre los años 1961 a 1966, y la importancia de las tecnologías educativas - la carta, el folleto y la radio - en la estimulación de una comunidad alfabetizada, y en la construcción de la identidad del hombre rural. El marco temporal se refiere al período de funcionamiento del MEB en el estado de Pernambuco. Para tejer este relato histórico con respecto a sus experiencias escolares y construcción de identidades, analizamos fuentes oficiales del Movimiento, cuadernillo y cartas, aprovechando el aporte teórico-metodológico de autores de Historia Cultural. Finalmente, entendemos que la comunicación a través de cartas y radio, entre varias funciones, sirvió como instrumento para denunciar el abandono del medio rural, especialmente la ausencia de escuelas públicas. Además, los materiales producidos por el MEB y sus integrantes propiciaron procesos de incitación a la identidad de los hombres rurales, a través de la toma de conciencia de la realidad en la que estaban insertos. Algumas dessas experiências emergiram da Igreja Católica, a título de exemplo, o Movimento de Educação de Base (MEB) que foi criado oficialmente pelo Decreto nº 50.370, de 21 de março de 1961, a partir de convênio entre o episcopado brasileiro, representado pela Conferência Nacional dos Bispos do Brasil (CNBB) junto ao Ministério de Educação. As ações do MEB foram projetadas para atender as demandas sociais e educacionais das regiões Norte, Nordeste e Centro-Oeste do Brasil, por meio de um ensino via escolas radiofônicas que, por sua vez, foram organizadas por 11 sistemas de emissoras espalhadas pelos Estados. Com isso, esse ensino transmitido pelas ondas do rádio tinha como objetivo não somente a alfabetização, mas uma educação que promovesse a “elevação cívica, moral, econômica e espiritual”, bem como vislumbrava a formação de uma cultura popular. O artigo em questão trata das experiências escolares e culturais vivenciadas pelas comunidades rurais que foram contempladas pelo MEB em Pernambuco, entre os anos de 1961 a 1966, e a importância das tecnologias pedagógicas – a carta, cartilhas e o rádio – na estimulação de uma comunidade letrada e na construção da identidade do homem rural. O recorte temporal diz respeito ao período de funcionamento do MEB no estado pernambucano. Para tecer esta narrativa histórica abordando suas experiências escolares e construção de identidades, analisamos fontes oficiais do Movimento, cartilha, cartas, fotografias dentre outras, valendo do aporte teórico-metodológico de autores da História Cultural. Por fim, compreendemos que a comunicação pelas cartas e rádio, dentre várias funções, serviu como meio de denúncia dos descasos do meio rural, em especial da ausência de escolas públicas. Ademais, os materiais produzidos pelo MEB e seus integrantes proporcionou processos de incitação da identidade do homem rural, por meio da conscientização acerca da realidade que estavam inseridos.
