Smart and innovative cities: the proposal of a framework

Resumo: This article aims to propose a framework for developing innovative (smart) cities to developing regions. The work describes the design of the proposed framework by analyzing the characteristics of cities in Northeastern Brazil which feature a broad development space. There are important differences in their contexts that need to be analyzed for the implementation of a smart city. For this purpose it was necessary to study the characteristics of Northeastern cities and their local features. Interviews with researchers and scholars of smart cities in European countries such as Finland, the Netherlands, Spain and Portugal were performed. At last it was reviewed literature about studies on smart cities. The developed framework shows that it is possible to design an evolutionary model based on learning and the empowerment of the population, with impacts on the competitiveness of regions, the performance of their organizations and the improvement of the life quality of their citizens.JEL-Code | O18; R11; D63.

El trabajo describe el diseño de este framework mediante el análisis de las características de las ciudades en el noreste de Brasil que ofrecen un desarrollo espacial de ancho y tiene en sus contextos diferencias importantes que deben ser analizados para la implementación de una ciudad inteligente. Con este fin, era necesario estudiar las características de las ciudades del noreste y sus características locales, se hizo entrevistas con los investigadores y estudiosos de las ciudades inteligentes que ahora son desarrollados en los países europeos como Finlandia, los Países Bajos, España y Portugal y, finalmente, lleva a cabo encuesta teórica que se ha estudiado sobre el tema. El framework desarrollado demuestra que es posible diseñar un modelo evolutivo basado en el aprendizaje y la potenciación de la población, con un impacto en la competitividad de estas regiones, el rendimiento de sus organizaciones y mejorar la calidad de vida de sus ciudadanos.Código JEL | O18; R11; D63.Este artigo tem o objetivo de propor um framework de desenvolvimento de cidades (inteligentes) inovadoras para regiões em desenvolvimento. O trabalho descreve o desenho desta proposta de framework por meio da análise das características das cidades da região Nordeste do Brasil, caracterizando um espaço em amplo desenvolvimento e que possui, em seus contextos, diferenciais importantes que precisam ser analisados para a implementação de uma cidade inteligente. Para tal fim, foi necessário fazer um levantamento das características das cidades nordestinas e suas particularidades locais; também foram realizadas entrevistas com pesquisadores e estudiosos de smart cities já desenvolvidas em países da Europa, como Finlândia, Holanda, Espanha e Portugal; e, por fim, foi realizado um levantamento teórico sobre o que vem sendo estudado sobre o assunto.
