Resumo: In response to the New Brazilian Legal Framework for Basic Sanitation, the State of São Paulo edited Law no. 17.383/2021, with the proposal of regionalization of basic sanitation in 4 units. However, among the 275 municipalities that make up the units, only 9 adhered to the territorialdivision suggested, bringing up the interest in evaluating the reasons for this low adherence. Thus, the present study aims, from the case study method and pertinent instruments, to evaluate the regionalization project idealized for the Municipalities that compose the hydrographic basins of Piracicaba, Capivari and Jundiaí (PCJ). The understanding of the theoretical and practical aspects of regionalization is fundamental for the vision of basic sanitation as a public policy especially focused on the goal of universalization. The trigger to approach this theme is to dialogue with the construction of the individual, incorporating in Basic Education context the possible impacts of anthropic actions, in primordial themes of our daily life, among them: the universalization of access to water, as a human right and not as a commodity. As a result of this study, one should bear in mind the important threats to regionalization, as can be inferred

Sin embargo, entre los 275 municipios que componen las unidades, sólo 9 adhirieron a la división territorial sugerida, despertando el interés en evaluar las razones de esta baja adhesión. Así, el presente estudio pretende, a partir del método de estudio de caso e instrumentos pertinentes, evaluar el proyecto de regionalización idealizado para los Municipios que componen las cuencas hidrográficas de Piracicaba, Capivari y Jundiaí (PCJ). La comprensión de los aspectos teóricos y prácticos de la regionalización es fundamental para la visión del saneamiento básico como política pública especialmente enfocada en la meta de la universalización. El disparador para abordar este tema es dialogar con la construcción del individuo, incorporando en el contexto de la Educación Básica los posibles impactos de las acciones antrópicas, en temas primordiales de nuestro cotidiano, entre ellos: la universalización del acceso al agua, como un derecho humano y no como una mercancía. Como resultado de este estudio, se deben tener en cuenta las importantes amenazas a la regionalización, como se puede inferir de la ley aprobada, así como de los proyectos remitidos para deliberación legislativa.En réponse au nouveau cadre juridique brésilien pour l'assainissement de base, l'État de São Paulo a publié la loi n° 17.383/2021, qui propose la régionalisation de l'assainissement de base en quatre unités. Cependant, parmi les 275 municipalités qui composent ces unités, seules 9 ont adhéré à la division territoriale suggérée, ce qui a suscité l'intérêt d'évaluer les raisons de cette faible adhésion. Cette étude vise donc, en utilisant la méthode des études de cas et les instruments pertinents, à évaluer le projet de régionalisation idéalisé pour les municipalités qui composent les bassins hydrographiques de Piracicaba, Capivari et Jundiaí (PCJ). La compréhension des aspects théoriques et pratiques de la régionalisation est fondamentale pour la vision de l'assainissement de base en tant que politique publique particulièrement axée sur l'objectif d'universalisation. L'élément déclencheur pour aborder cette question est de dialoguer avec la construction de l'individu, en incorporant dans le contexte de l'éducation de base les impacts possibles des actions anthropiques, dans les questions fondamentales de notre vie quotidienne, parmi lesquelles : l'universalisation de l'accès à l'eau, comme un droit humain et non comme une marchandise.
