Evaluation of municipal plans for basic sanitation in the region of integration Rio Capim, PA

Resumo: | In Brazil, the legal framework for basic sanitation, law nº. 14.026 / 2020 determines the mandatory elaboration of the municipal basic sanitation plan (MBSP). In view of the difficulties encountered by municipal managers in the preparation of the MBSP, and the fragility of the plans drawn up, multiple forms of evaluation are used to test the efficiency of the MBSP in the Brazilian regions. Thus, the objective was to analyze the MBSP s of the Rio Capim Integration Region (RIRC), to ascertain the use of management instruments, if in fact they contribute to the improvement of basic sanitation conditions as stated in the law. The methodological adaptation considered categories of evaluation, roadmap of the Ministry of Cities and principles of the law to assess the conformities of the plans. To evaluate RIRC's MBSP, a methodology was adopted resulting from the unification and adaptation of the methods used by Pereira and Heller, and Brito and Araújo. Of the 16 municipalities in the study area, only three provided the MBSP document, as requested. The counties were classified as follows: MBSP of Mãe do Rio with the highest weighted average of the evaluation of 3.75, yellow color, moderate content; MBSP from Rondon do Pará with 3.51 also obtained moderate content and yellow color; and Abel Figueiredo MBSP, weighted average 1.41 insufficient content standing out in red. With regard to the methodological procedure applied, it proved to be able to evaluate the MBSP’s, allowing analysis of each aspect of the plans with a wealth of details. Thus, it is expected that the present research will subsidize other studies in the area, in order to supply the insufficiency of data found, answer the questions raised, as well as corroborate to better inform the population regarding the basic sanitation relationship and their quality of life. |

En Brasil, el marco legal para el saneamiento básico, Ley N ° 14.026 / 2020, determina la elaboración obligatoria del Plan Municipal de Saneamiento Básico (PMSB). En vista de las dificultades encontradas por los administradores municipales en la preparación del PMSB, y la fragilidad de los planes elaborados, se emplean múltiples formas de evaluación para probar la eficiencia del PMSB en las regiones brasileñas. Así, el objetivo fue analizar los PMSB de la Región de Integración Río Capim (RIRC) con el fin de conocer el uso de instrumentos de gestión, si de hecho contribuyen al mejoramiento de las condiciones de saneamiento básico según lo establecido en la ley. De los 16 municipios en el área de estudio, cinco lo han hecho, pero solo tres proporcionaron el documento PMSB, según lo solicitado. Los municipios se clasificaron de la siguiente manera: PMSB de Mãe do Rio, con el promedio ponderado más alto de la evaluación, de 3,75, color amarillo, contenido moderado; PMSB de Rondon do Pará, con 3.51, también obtuvo contenido moderado y color amarillo; y PMSB de Abel Figueiredo, promedio ponderado 1.41, contenido insuficiente, resaltado en rojo. En cuanto al procedimiento metodológico aplicado, demostró ser capaz de evaluar los PMSB's, permitiendo analizar cada aspecto de los planes con gran detalle. Os municípios foram assim classificados: PMSB de Mãe do Rio, com maior média ponderada da avaliação, de 3,75, cor amarelo, conteúdo moderado; PMSB de Rondon do Pará, com 3,51, também obteve conteúdo moderado e cor amarelo; e PMSB de Abel Figueiredo, média ponderada 1,41, conteúdo insuficiente, destacando-se em vermelho. No que diz respeito ao procedimento metodológico aplicado, mostrou-se apto ao avaliar os PMSB’s, possibilitando análise de cada aspecto dos planos com riqueza de detalhes.
