Corruption favors private interests over the collective. At a time when the country is suffering from the consequences of the COVID-19 Pandemic, State actions aimed at the health system are extremely important, taking into account that health is everyone's right and the State's duty. In this sense, the present investigation seeks to answer: what is the role of political culture in the corrupt actions practiced against public health policies in Brazil? For this, we work with the objective of investigating the historical roots that involve the crime of corruption in Brazil and its influence on public health policies in times of the COVID-19 Pandemic. The investigation will be carried out from the reports on corruption scandals involving the financial resources destined by the State to face COVID-19 reported in the main media in the light of the theory of political culture. Knowing about the damage caused by corruption and its impact on health policies is an urgent issue that must be debated in all sectors of society. This will make it possible to map the main elements that make corruption such a present practice, including in the most vulnerable social areas.
