A corrupção na saúde durante a pandemia da COVID-19 no Brasil

Resumo: Corruption favors private interests over the collective. At a time when the country is suffering from the consequences of the COVID-19 Pandemic, State actions aimed at the health system are extremely important, taking into account that health is everyone's right and the State's duty. In this sense, the present investigation seeks to answer: what is the role of political culture in the corrupt actions practiced against public health policies in Brazil? For this, we work with the objective of investigating the historical roots that involve the crime of corruption in Brazil and its influence on public health policies in times of the COVID-19 Pandemic. The investigation will be carried out from the reports on corruption scandals involving the financial resources destined by the State to face COVID-19 reported in the main media in the light of the theory of political culture. Knowing about the damage caused by corruption and its impact on health policies is an urgent issue that must be debated in all sectors of society. This will make it possible to map the main elements that make corruption such a present practice, including in the most vulnerable social areas.

No momento em que o país sofre com as consequências da Pandemia da COVID-19, as ações do Estado direcionadas ao sistema de saúde têm extrema importância, tendo em conta que a saúde é direito de todos e dever do Estado. Nesse sentido, a presente investigação busca responder: qual o papel da cultura política nas ações corruptas praticadas contra as políticas públicas de saúde no Brasil? Para isso, trabalha-se com o objetivo de investigar as raízes históricas que envolvem o crime de corrupção no Brasil e sua influência nas políticas públicas de saúde em tempos de Pandemia da COVID-19. A investigação será realizada a partir das reportagens sobre os escândalos de corrupção envolvendo os recursos financeiros destinados pelo Estado para o enfrentamento da COVID-19 noticiados nos principais meios de comunicação à luz da teoria da cultura política. Conhecer sobre os prejuízos causados pela corrupção e seu impacto nas políticas de saúde é uma questão urgente e que deve ser debatida em todos os setores da sociedade.
