The imbroglios of the regionalized provision of public basic sanitation services in the small and medium-sized municipalities of the Piracicaba, Capivari and Jundiaí (PCJ) River Basins, São Paulo

Resumo: | This article is the result of research project, arising from a partnership between the University of São Paulo, the Federal University of Rio Grande, the Applied Research Agreement - signed between FUSP/EESC/USP - and the Intermunicipal Consortium of the Piracicaba, Capivari and Jundiaí Watersheds (PCJ Watershed). As the concluding text of the research, its relevance stems from the evident notoriety of the theme of Basic Sanitation in Brazil with the recent legislation that has sought the universalization of this set of services so renegade throughout the country's history. With this, the text proposed to study, through a comparative analysis, the situation of small and medium-sized municipalities inserted in the Piracicaba, Jundiaí and Capivari Watershed, in the face of the Law of Regionalization of Water Supply and Sanitary Sewerage Services. For this purpose, a comparative analysis was carried out, organizing and interpreting data from the small and medium-sized municipalities that make up the basin, through data collection and a literature review. As a result, it was observed that the municipalities studied are in a precarious situation, especially in relation to the effectiveness of public actions aimed at universalizing basic sanitation for their citizens. |

Sendo o relato conclusivo do projeto de pesquisa, sua pertinência decorre da evidente notoriedade da temática do Saneamento Básico no Brasil com as recentes legislações que tem buscado pela universalização desse conjunto de serviços tão renegados ao longo da história do país. Com isso, o texto propôs-se ao estudo, por meio de uma análise comparativa, da situação dos pequenos e médios municípios inseridos na Bacia dos Rios Piracicaba, Jundiaí e Capivari, frente à Lei de Regionalização dos Serviços de Abastecimento de Água e Esgotamento Sanitário. Com esse intuito, foi realizada pesquisa do tipo análise comparativa, organizando e interpretando dados dos pequenos e dos médios municípios que compõem, por intermédio da coleta de dados e da revisão de literatura.
