This article presents an analysis of the epidemics and pandemics that have devastated the world and Portugal, throughout human history, with religious, social, economic and political impacts, affecting the very evolution of societies. Concerns with the preservation of life, health measures and later public health policy measures are highlighted. The methodological procedure used is document analysis in its different phases and comparative analysis. The knowledge and lessons learned can contribute to public health policies, along with health promotion and disease prevention, safeguard responses to public health emergencies, through robust health systems and universal coverage, the basis of investment for protection of citizens and the economy of countries.
