Sustainability in school feeding: the role of social actors

Resumo: | The objective of the study is to analyze the role of the actors involved in the National School Feeding Program (PNAE) in enabling sustainable feeding. In this way, we sought to understand what concerns, actions and changes they have carried out or desired. This qualitative research analyzed 11 municipalities in Paraná based on the acquisition and non-acquisition of organic food from family farming. Semi-structured interviews were applied with family farmers, municipal managers, nutritionists, school directors and cooks, totaling 50 respondents. Among the most reported concerns are the application of chemical inputs in food, solid waste generated, consumption of local and less industrialized foods and food waste. Regarding the actions and changes towards a more sustainable diet, nutritionists from municipalities that purchase organic food showed greater understanding on the subject, while for secretaries of education and family agriculture there was no difference in the responses between the municipalities. This evidence points to the need for training and raising awareness among social actors so that school meals can be a vector of sustainability. |

De esta manera, buscamos entender qué inquietudes, acciones y cambios han realizado o deseado. Esta investigación cualitativa analizó 11 municipios de Paraná a partir de la adquisición y no adquisición de alimentos orgánicos provenientes de la agricultura familiar. Se aplicaron entrevistas semiestructuradas a agricultores familiares, administradores municipales, nutricionistas, directores de escuelas y cocineros, totalizando 50 encuestados. Entre las preocupaciones más reportadas están la aplicación de insumos químicos en los alimentos, los residuos sólidos generados, el consumo de alimentos locales y menos industrializados y el desperdicio de alimentos. En cuanto a las acciones y cambios hacia una alimentación más sostenible, los nutricionistas de los municipios que compran alimentos orgánicos mostraron una mayor comprensión sobre el tema, mientras que para las secretarias de educación y agricultura familiar no hubo diferencia en las respuestas entre los municipios. Esta evidencia apunta a la necesidad de capacitar y sensibilizar a los actores sociales para que la alimentación escolar sea un vector de sostenibilidad.O objetivo do estudo é analisar o papel dos atores envolvidos no Programa Nacional de Alimentação Escolar (PNAE) em viabilizar a alimentação sustentável. Dessa forma, se buscou entender quais preocupações, ações e mudanças que têm realizado ou almejado. Esta pesquisa de cunho qualitativo analisou 11 municípios paranaenses tomando como base a aquisição e não aquisição de alimentos orgânicos da agricultura familiar. Foram aplicadas entrevistas semiestruturadas com agricultores familiares, gestores/as municipais, nutricionistas, diretores/as e cozinheiros/as de escolas, totalizando 50 entrevistados. Dentre as preocupações mais relatadas destacam-se a aplicação de insumos químicos nos alimentos, resíduos sólidos gerados, consumo de alimentos locais e menos industrializados e desperdício de alimentos. Sobre as ações e mudanças em direção a uma alimentação mais sustentável, os/as nutricionistas de municípios que adquirem alimentos orgânicos demonstraram maior entendimento sobre o assunto, enquanto que para secretários/as de educação e agricultores familiares não houve diferença nas respostas entre os municípios.
